Minnesota less business-friendly on property taxes - The Co$t of ...

Minnesota is moving up the rankings, but not in a good way: Its business property taxes are increasingly becoming some of the highest in the country.

The Minnesota Taxpayers Association and the Cambridge, Mass.-based Lincoln Institute of Land Policy produce an annual 50-state property tax comparison study.

Look at the study for the 2010 tax year and then?compare with 2011. Minnesota rose in the rankings when it came to the taxes that a commercial property owner paid in a typical urban area or a typical rural area.

When it comes to the amount of property taxes paid for industrial properties, Minnesota still benefits from not taxing personal property such as machinery and equipment. But even when it came to taxes on industrial properties, Minnesota was up among the states.

The Republican-led state Legislature earlier this year passed a bill providing property tax relief for businesses. But the state?s DFL Gov. Mark Dayton vetoed it, saying lawmakers had not come up with a way to pay for it in future years.

Republican lawmakers are not blameless in the situation, either. Their decision in 2011 to do away with the market value homestead tax credit, which provided state relief for owners of lower-valued homes, helped contribute to rising property taxes for business owners.

Here are some examples of how Minnesota?s ranking changed in the past two years when it came to property taxes paid by various types of commercial building owners, along with the typical taxes paid:

Most of the reference books plagiarise each other, and only vary based on appearance. Many book stores in Hanoi provide discounts from 10-30%, some even lower the prices by 50% to attract customers.

A parent shared, ?When I was looking for a reference book for my third grade nephew and niece, I found dozens of books from different publishing houses. However most of them have the same content and some even had wrong information. The book stores make money either way.?

At the book stores at 45B Ly Thuong Kiet Street, Hue is having difficulties in choosing books for her fifth grade child.

?It?s lucky that I?ve done some research before. Though most people don?t seem to like the books written by southern authors, I think their books are easy to understand. Of course, I only select books from credible publishing houses and university lecturers.?

According to a bookseller, the books receive a rudimentary inspection before going on sale.

Most of the book stores in Hanoi still prioritise northern authors, however, the southern publishing houses have opened their agencies in the north recently and provide a great deal of books to the market.

Pham Thi Yen, Headmaster of Thanh Cong B Primary School said, ?It?s kind of hard now to choose from so many books. There are so many reference books that contain the wrong information. This is not something new because these books in reality are mostly written by only one or two authors.?

Yen further advise parents to choose books for children carefully.

Ngo Tran Ai, Head of Education Publishing Houses said, ?There are a lot of books that have the wrong information in them because the education book market is not control by any state agency. But more importantly, some publishing houses don?t control the books as they co-operate with their partners or don?t necessarily fully inspect the books.?

He also said parents should buy reference books by authors who also write text books, famous and credible authors and seek advice from schools and teachers.

?Most schools will give advice to parents when it comes to choosing books. Parents should consult with teachers before buying reference books.? Yen said. ?The books with the least mistakes are written by lecturers of National University of Education.?

Obama calls for cars to get almost 55 mpg

WASHINGTON ? The Obama administration announced fuel economy standards Tuesday that would require car makers to almost double the average gas mileage for passenger vehicles to 54.5 miles per gallon by 2025.

The final rules mark the latest step in a lengthy campaign by the administration to reduce greenhouse gas emissions and oil consumption and are the highest fuel efficiency standards in U.S. history.

With an eye to the looming presidential election, the White House touted the standards as a boost for middle-class consumers. "These fuel standards represent the single most important step we've ever taken to reduce our dependence on foreign oil," President Obama said.

But the Romney campaign was quick to condemn the rules as impractical and harmful. "Gov. Romney opposes the extreme standards that President Obama has imposed, which will limit the choices available to American families," campaign spokeswoman Andrea Saul said.

While automobile manufacturers welcomed the new rules, auto dealers decried them. The dealers association contends that the 2025 rules would drive up the average vehicle sticker price by $3,000. The administration says that at most, it could be as high as $1,800 and would likely be offset by $8,000 in gas savings over the lifetime of the vehicle.

The fuel economy rules would reduce the price of gasoline by about $1 per gallon, the administration estimated. They would also cut oil consumption by more than 2 million barrels a day by 2025, helping to curtail U.S. reliance on foreign oil.

Environmentalists welcomed the rules as the single biggest step any country had taken to reduce emissions of heat-trapping greenhouse gases, particularly carbon dioxide, which scientists say are the biggest contributor to climate change.

The rules will probably take effect before the end of the year.

Automakers support the standards because they can move manufacturing plans forward with certainty. A midterm review is set for April 2018 in case the rules prove too onerous or expensive.

"We all want to get more fuel-efficient autos on our roads," said Gloria Bergquist of Alliance of Automobile Manufacturers, an industry lobbying group. "And a single, national program with a strong midterm review helps us get closer to that shared goal."

More OnLive management moves, Perlman out as investor Lauder settles for Chairman

As the OnLive storm continues to ride itself out, details of who the winners and losers are (mainly losers) keep washing up on the shore. Today's casualty seems to be CEO Steve Perlman himself, who -- just days after the firm reinventing itself -- is "departing to work on his myriad of other projects." In his place the former COO, Charlie Jablonski, is temporarily taking the reins, as well as continuing his role as head of operations in the new organization. Finally, completing this wave of announcements, is the news that chief investor, Gary lauder, will officially take the title of Chairman. So, as the new incarnation settles into its new structure, we'll just have to sit tight, waiting to see what the next chapter in the OnLive story is.

Coffee. It's what America drinks when it drinks at work.

Ryoko Iwata ? who runs the aptly named "I Love Coffee" site ? put togetther the nifty chart above that breaks down the yearly Dunkin' Donuts/CareerBuilder survey of coffee consumption in the workplace.?

The revelation here is that...there is no revelation! Those jobs that one might think would require a lot of coffee intake ? do! Writers, professors, and finacial professionals all make the top ten. Also, according to the survey, nearly half of U.S. workers say that without coffee, the economy would grind (Hah! Get it?) to a halt.

However, as Iwata herself points out, "IT workers, such as programmers and web designers, weren't on this list." Her commenters quickly pointed out that computer geeks get their caffeine from other, non-coffee sources. That sounds about right.

I completely sold on the "six cups of coffee a day will keep you from being dead" argument. I should probably work some water in there, but really, it's a lot more fun to drink coffee. Now if I could just score one of the mega-mugs with a new KPCC logo that we dispensed during our last pledge drive...

Argentine couple wins world tango competition

BUENOS AIRES, Argentina (AP) ? A hometown couple triumphed Monday in Argentina's annual tango competition, outdancing pairs from around the world. The Salon Tango finals, followed by Tuesday's Stage Tango competition, are the highlights of the two-week festival, now celebrating its tenth year.

Facundo de la Cruz Gomez Palavecino and Paola Sanz, a couple in real life as well as on the dance floor, won with a score of 8.81 from an exacting seven-member jury comprised of dancers and choreographers as a crowd of thousands cheered them on in Luna Park stadium.

"This is the dream of every dancer, to win the global competition and have more job offers. We achieved it in the face of very good dancers from all over the world," a very emotional Gomez Palavecino said after their victory was announced.

In the end, four Argentine couples won the most points. The top winners walked away with prizes including $8,600 dollars in cash and tickets to Paris, where they'll be expected to perform. More importantly, they garnered the respect of tango fans worldwide.

"This competition can change the lives of the winners," agreed the capital's culture minister, Hernan Lombardi. "They'll begin to travel the world, make themselves famous and become ambassadors of Buenos Aires."

This year's festival also honored Astor Piazzolla, the legendary composer and bandoneonista who revived the genre and infuriated purists by blending tango with rock music in the 1970s.

Piazzolla died 20 years ago but tango is still growing in popularity as a unique form of music, poetry and dance. This year's festival showed the genre is still evolving, too ? from an under-25 orchestra that wowed the opening party to a group of five young Norwegians who interpreted the genre as if they were born in tango's birthplace on the shores of the Rio de la Plata, the wide river shared by Argentina and Uruguay where the genre first developed in the late 19th century.

Piazzolla's grandson, drummer Daniel Piazzolla, recreated with other musicians the Electronic Octet, a group his grandfather put together in the 1970s that shook the dust off a musical culture that had been stuck in the early 20th century. The elder Piazzolla's masterwork "Adios Nonino," combining his form of the accordion with jazz and dance, was restaged by choreographer Ana Maria Stekelman, who also served as a judge in the dance final.

In all, more than 2,000 artists converged on Buenos Aires for the two-week cultural festival, which celebrated its 10th year this Argentine winter. Art exhibits, book readings, oral histories, and master classes offered free to the public by eight of the previous winning couples were among the highlights.

"This is an event which constantly offers surprises, bringing together the most exciting examples of the genre and betting on crossing over to new generations," said Gustavo Mozzi, the event's artistic director.

A total of 491 couples from 32 countries competed, with a final 42 pairs reaching Monday night's final in the Salon Tango competition.

Each man wore the couple's number pinned to the back of an elegant suit as he twirled a partner in a dazzling dress and high heels around the stage in the Luna Park stadium. Competition rules require the couple to maintain physical contact while the music plays, while moving constantly in a counter-clockwise direction. Acrobatic swoops, swirls and passionate clutches are encouraged, but must be contained within the precise style of traditional tango: the competitors may not lift their legs above their knees.

Sixteen pairs from around the world challenged the Argentines in the Salon final, including three couples from Russia, two from Colombia and two from the U.S. The other finalists made it from Belgium, Canada, Chile, Japan, Mexico, Portugal, Singapore, Uruguay and Venezuela.

After Monday night's Salon Tango final comes Tuesday's final in the Stage Tango competition, which invites dancers to incorporate other dance forms.

Should You Consider a Reverse Mortgage? | Jay Peroni - Faith ...

Often criticized, these loans are getting another look.

Is a reverse mortgage worth it? Before this last recession, couples who asked their retirement advisors if they should get a reverse mortgage were often given a quick answer: ?No.?

Today, the answer to that question might be ?yes?. In an environment with minimal interest rates, these loans can offer retired homeowners a source of tax-free cash, either in periodic payments or a lump sum. (A HELOC is also possible.)

How does it work? A reverse mortgage allows you to borrow against your home equity while retaining ownership of your residence. Many of these loans have variable rates, consequently permitting different payment options.

Reverse mortgage balances increase with time, as there are no monthly payments to reduce principal as in a ?forward? mortgage. The loan doesn?t have to be repaid until you move out of the home or pass away. At the time of repayment, the amount owed will not exceed the home?s value ? but when the loan becomes due it must typically be paid in full, including interest and closing costs.

What are the qualifications? You must be 62 or older to get a reverse mortgage. You also have to own your home free and clear, or have a mortgage balance that can easily be paid off using funds from the loan. In addition, you must keep paying property taxes and homeowners insurance and maintain your residence with needed repairs to avoid defaulting on the loan.

Why not get a reverse mortgage? These products have gotten a bad rap for many reasons. At first, they were seen as loans of last resort. If you were up in age and close to outliving your money, they could give you needed income.

Then the perception of reverse mortgages began to change, thanks to marketing. Commercials for these loans appeared everywhere, with celebrities hawking them as a cure for retirement income woes. Sixty-something homeowners liked the pitch and signed up ? but today, some wish they had studied the fine print.

* Reverse mortgages can come with severe fees ? origination fees, closing fees and even ongoing fees to cover the risk of a possible default or the sale of the property for less than the value of the loan.

* If just one spouse takes out the loan and then dies or moves out of the house, the spouse whose name isn?t on the loan is stuck with paying off the mortgage ? and that often means selling the home in question.

* You are giving up home equity. Let?s say that you have to move because of family or health reasons. How would you finance that move?

* If you have cash flow problems and can?t keep up with your property taxes or homeowners insurance, you could default and lose your home. According to Forbes, about 10% of U.S. homeowners with reverse mortgages currently face this risk.

* If you really want to use your home as an ATM in retirement, you could refinance or take out a home equity loan or HELOC with no reverse mortgage involved.

During 2011-2012, Wells Fargo, MetLife and Bank of America all got out of the reverse mortgage business. Interpret that as you wish. Their reverse mortgages represented 36% of the market. In their absence, smaller nonbank originators have picked up the slack ? perhaps not the best development for interested homeowners.

So why get a reverse mortgage? Even with all the demerits that these loans have, they can be a boon to retirees searching for a consistent income stream. That includes younger retirees: a recent MetLife study shows that 15% more homeowners aged 62-64 considered a reverse mortgage in 2010 than in 1999. Forbes notes that reverse mortgage applicants trending younger, with about 70% opting for a fixed rate lump sum payment option.

There are three types of reverse mortgages. The single-purpose reverse mortgage (offered by nonprofits and state and local agencies) is the least expensive. Federally insured Home Equity Conversion Mortgages (HECMs) are HUD-backed and may only proceed after consumer counseling from an independent government-approved housing counseling agency. That is also true for some proprietary reverse mortgages available from private lenders. HECMs let you choose your cash payment option, and you can change it if you need to for a fee of about $20.

Reality can?t be ignored: many baby boomers are house-rich, cash-poor and scared of retiring with insufficient income. Is a reverse mortgage their only choice? Hardly ? yet with interest rates so low and retirement savings so scant, more and more baby boomers may resolve to convert home equity into cash.

Russell Nevins ? I am Chief of Surgery at one of the largest hospitals in Las Vegas and lucky enough to be a small business owner. I am by no means independently wealthy, nor have any desire to pad a Swiss bank account on the back of anyone, even ?the middle class?.

I believe I can help Romney get elected. I call it the ?Nevins Small Business Pledge?. I, as a small business owner, am pledging to create a new job the day Romney swears in. I can do this from my taxes I won?t have to pay if Obama is elected again.

MCDONNELL: I would say that Governor Crist's endorsement adds one more vote in Florida, and that's it. He is wrong on every other point.

MCDONNELL: It's a general proposition to say we support human life. The rest of those details are up to the states and the people respectively, George, and that's simply not covered. It's something up to Congress and the states.

Mayor Antonio Villaraigosa

VILLARAIGOSA: With respect to the plank, I think Governor Crist said it very well, and that it is what it is. And maybe it's been there for 30 years. But it's time to take it out. The idea that we put in our U.S. Constitution an amendment that says that women can't get an abortion even in the case of incest and rape is way beyond the mainstream.

VILLARAIGOSA: The Romney/Ryan budget would extend the deficit 29 years. We wouldn't solve this deficit problem. The Romney/Ryan plan isn't the way to address the deficit, is not the way to address the economy. It will actually put us backward when you talk about the unemployment rate.

WILL: The ultimate irony of premium support is, it's a back-door, surreptitious way to begin the means testing entitlement programs, that is, to make the rich play more, is making it more progressive.

WILL: You young people, all five of you, don't have one of these yet. This is a Medicare card, which I got six years ago. I showed it to my doctor, he said, that's wonderful, George, now, we'll send the bills to your children. Now that's a funny way to run the state.

MATALIN: You know why I'm shaking my head? Because the Democratic gender gap with men is as great as the gender gap with women.

MATALIN: Let me tell you about Paul Ryan. He has the earnestness and the enthusiasm and the vigor of a young person, but he has an old soul, which means you're wise and responsible. So he does project maturity. He is an intellectual at the center of the House. He is the only one with ideas on the table. And he has done a lot for the ticket.

Jennifer Granholm

GRANHOLM: Romney is in a position of having to distance himself from his own platform. And it gets to the issue, the fundamental issue is, what kind of leader is he? Is he going to embrace what the Republican Party is all about, or is he going to flee from it? Choosing Ryan, I think, was his answer.

GRANHOLM: Mitt Romney has put a guy in congress who's been in charge of the obstruction of congress. So the president can point to them and say, they are the solution, they have caused the problem.

EDWARDS: But I think the problem that Mitt Romney has is that the things that people know about Mitt Romney, they don't like. The problem is the policy agenda for Mitt Romney that is saying to middle-class families, sorry, but you're on your own.

EDWARDS: There's a lot at stake for young people in this election. It's true, many of them have moved back home with their parents. But they're also drowning under a sea college loan debt. And they see that President Obama has actually been the one to put forward a plan for college students

VAN SUSTEREN: Everyone knows that there is a problem with Medicare. Every single person knows that it's just not sustainable. And the one thing is the American people want some ideas, they don't want to be told, oh, it's going to be OK. They don't want the talk. They want to see something is being done, a start - a program out there. I don't know if Paul Ryan has the best program out there, but he has got one on the table.

VAN SUSTEREN: In order to sell us on some big change economically, he has got to at least have a little bit of production record. And that stimulus bill, we all hoped that it would be like - you know, we all wanted the economy to go well, it just didn't quite work out that way.

Third Party in Missouri?

STEPHANOPOULOS: He mostly wants it to go away, Mary Matalin. And we're seeing Todd Akin - George thinks he might get out. I got that same sense while I interviewed the congressman this week, but since then he's dug in a couple of times. We have a new poll out this morning. He's now down nine points to Claire McCaskill in the Missouri race he was winning.

MATALIN: George, he may dug in, but he's not going to have a shovel to continuing digging. Because he's not going to have any money. George Will is right. We need to win Missouri. We're going to win Missouri. Ann Wagner is going to end up being our candidate. The party is going to get Ann Wagner in.

STEPHANOPOULOS: So you're just convinced that he's going to get out?

MATALIN: Or we'll run a third party, we'll run a write-in. We can do it. We have the money to do it. We are going to transfer the money. It's not as easy as - but it's a good state for Romney. And we'll get it back.

(AP) ? The constitutional ban on same-sex marriage in the host state of the Democratic National Convention has stirred anger and resentment among advocates for marriage equality, many of whom are converging on Charlotte this weekend for the city's gay pride festival.

Organizers say they hope the festival will draw attention to the issue and create momentum that lasts through the political convention that starts the following week. Some of the thousands of protesters expected at the convention will be demonstrating for gay marriage.

"We're excited that the convention is in Charlotte," said David Webb, one of the pride festival's organizers. "But we also want to show that we're united and will continue to push for change."

When North Carolina voters passed the constitutional amendment in May, supporters of gay marriage first demanded that Democrats rethink Charlotte as the location of their convention. But advocates have since seized on the party gathering as a high-profile chance to make their message heard ? with support from the party itself. The national party is expected to approve marriage equality as part of its national platform during the convention being held from Sept. 4-6.

For the first two days, the Time Warner Cable Arena in Charlotte's downtown will be the main venue. On the last day, President Barack Obama will make his acceptance speech at the 74,000-seat outdoor Bank of America Stadium where the city's NFL team plays.

Webb said public events like the festival and convention are important opportunities to rally same-sex couples who were discouraged by the North Carolina vote.

"It's an opportunity for the community to say, 'Yes. The state may have passed an amendment limiting our liberties, but we're going to keep fighting.' This is an opportunity to show the community and ourselves that, you know what, we're not down and out," he said.

When the Democratic Party picked Charlotte to host the convention, the proposal to change North Carolina's constitution was not on the ballot. Like so many states, same-sex marriage already was illegal in North Carolina.

Voters approved the amendment declaring that marriage between a man and woman is the only legal domestic union, prompting angry supporters of same-sex marriage to urge Democrats to move the convention. President Barack Obama stated his support for gay marriage a day after the North Carolina vote.

Democrats have been trying to address the issue. The national Democratic Party's platform committee recently endorsed gay marriage for the first time and called for the repeal of a federal law that recognizes marriage as between a man and a woman.

The platform is a broad statement of the party's priorities on the economy, social issues and national defense that's up for approval at the convention.

Scott Dibble, a committee member and a state senator from Minnesota, said support for gay marriage can attract new voters.

"Young people are looking for a political home right now. This has become a defining moral question of our time," said Dibble, who is gay.

The platform says Democrats support "marriage equality" and the "movement to secure equal treatment under law for same-sex couples."

J. Michael Bitzer, a political science and history professor at Catawba College, said Democrats can use the North Carolina vote as "rallying cry for their platform."

"But I think it kinds of sets up an awkwardness that the national Democrats will ratify or solidify their support for marriage equality in a state that recently banned gay marriage," he said

The convention creates an opportunity for more dialogue about same-sex marriage, said the Rev. Jasmine Beach-Ferrar, executive director of the Campaign for Southern Equality. Her group has been organizing the "We Do" campaign which advocates for lesbian, gay, bisexual and transgender people.

"This convention is a way to highlight some of these contentious issues because North Carolina helps illustrates what's going on. It's good to remind people what's going on here," Beach-Ferrar said.

She said it's an important issue. Same-sex couples don't have the same rights as married couples. That complicates issues such as benefits and adoption.

"For me, there's clearly a real urgency on the issue. And I'm eager for us to move beyond the very predictable polarized debate and actually start talking about how real people are being impacted by discriminatory laws and what the solution is," she said.
